Deze keer is een van de belangrijkste punten op de agenda, naast de kwestie van de speciale vergunningen, ongetwijfeld het in stemming brengen van het Zuidelijk Atlantisch Walvisreservaat. Dit jaar zullen Brazili\u00eb, Argentini\u00eb, Gabon, Uruguay en Zuid-Afrika dit voorstel opnieuw in stemming brengen. En ook deze keer heeft Japan alles op alles gezet om te zorgen dat er voldoende tegenstemmers bij de vergadering aanwezig zijn, zodat zij kunnen proberen de instelling van het Zuidelijk Atlantisch Walvisreservaat te verijdelen.<\/p>\n<p><strong>Nieuwe Surinaamse walviscommissaris<\/strong><br \/>\nIn juli benoemde ons land dhr. Randjitsingh Ramkisor, directeur van Carib Fisheries, als de nieuwe walviscommissaris. Het feit dat dhr. Ramkisor geen overheidsfunctionaris is, maakt deze benoeming redelijk uniek. Geen enkel ander land in de IWC heeft ooit een overheidscommissaris benoemd die uit de private sector komt. Een ander uniek feit is dat dhr. Ramkisor Taiyo A&amp;F Co. Ltd vertegenwoordigde in een vergadering in 2010 in Orlando van de Spray Polyurethane Foam Alliance. Taiyo A&amp;F Co. Ltd. is een bedrijf dat historische banden heeft met de Japanse commerci\u00eble walvisvaarders.<\/p>\n<p><strong>Achterstallige contributie<\/strong><br \/>\nAangezien ons land een contributieachterstand had in 2014 was Suriname niet vertegenwoordigd op de 65ste IWC vergadering, omdat Suriname geen stemrecht had.  Echter, niet alleen heeft ons land in juli een nieuwe commissaris benoemd, ook heeft Suriname voor 30 juni een deel van de contributieachterstand betaald (rond de USD 9000) en voor het resterende nog te betalen bedrag een betalingsregeling getroffen met de IWC. Hiermee heeft Suriname voor de komende vergadering wel stemrecht verkregen.<\/p>\n<p><strong>Walvistoerisme in Zuid-Amerika<\/strong><br \/>\nZuid-Amerikaanse walvisvarende naties sloten deze jacht, uitgevoerd door Japanse satelliet stations, voorgoed in de jaren tachtig van de vorige eeuw onder druk van het maatschappelijk middenveld in hun landen. De Zuid- Amerikaanse landen zagen in dat de walvissen levend meer waard waren dan dood, omdat er banen werden gecre\u00eberd o.a. door toeristische activiteiten rond de walvissen. De walvissen werden door deze groep van landen, bekend onder de naam Buenos Aires Groep, gebruikt als een instrument voor sociale ontwikkeling. Kleine achtergestelde gemeenschappen in hun landen kregen een kans op ontwikkeling door het behoud van walvisachtigen en de creatie van walvisreservaten.<\/p>\n<p><strong>Surinames stem tegen de rest van Zuid-Amerika<\/strong><br \/>\nSuriname ondertekende in 2014 nog de verklaring van Caracas waarin ondersteuning werd toegezegd voor het werk van de Buenos Aires groep in de navolgende paragraaf: \u201cBenadrukken hun voortdurende inzet voor de naleving van het moratorium op de walvisjacht, het niet- dodelijke en niet-extractieve economisch gebruik [van walvisachtigen], en de totale steun voor de vaststelling en de implementatie van de voorgestelde oprichting van het walvisreservaat in de Zuid-Atlantische Oceaan binnen het kader van de Internationale Walviscommissie.\u201d<\/p>\n<p>Nu heeft het er echter alles van dat, zoals ook in het verleden is gebeurd, Suriname zijn stem zal gebruiken tegen de rest van Zuid-Amerika. Wijlen Bernard Petitjean Roget gaf terecht aan dat de Japanse politiek niet gericht is op het bijstaan van de Caribische landen in het duurzaam gebruik van hun natuurlijke hulpbronnen, maar slechts als doel heeft de stem van deze landen te verkrijgen binnen de context van de IWC.
